On a list of Ten places that Americans get arrested, Mexico has 6 spots, to no surprise, while Toronto is on the list, along with London and Hong Kong.

We can do better. City council needs to form a committee to see how we can beat London and Hong Kong as the city that arrests more Americans. And let's not limit it to Americans - let's see if we can be the leading city that jails any and all foreigners. If we get together as a people, I'm sure that we can do it.
