No, seriously, this guy has some good ideas:

There is some theoretical level of citizen-to-citizen contact that makes war between two countries virtually impossible."

The first stage of war is always dehumanizing the opponent - huns, Japs, krauts, cyborgs - and obviously it's easier to kill someone if you don't know them or even think they are human.

The downside of this is that the more you get to know someone, the more chances there are for you to not like them. Why judge someone based on their nationality, religion or skin colour when if you take the time to really get to know them, you can find some many other reasons to hate them.
